10.Meeting Closed 

We received a copy of the Randwick City council plan on Tuesday and there was a meeting to discuss this last night.  I was unable to attend, however this is a fairly important document and I reccomend we submit a responce to it.  I will be bringing several copies on Monday, but if you are interested please be in contact and I will get you a copy to read over the weekend. 

There are also quite a few other developments involving our area, and can include these in the meeting if you see them as worth of inclusion, but bear in mind we have limited time.

MINUTES OF THE MAROUBRA BEACH PRECINCT COMMITTEE

HELD ON MONDAY AUGUST 22ND 2005   

IN THE COUNCIL LUNCH ROOM,

CNR MARINE PARADE/MONS AVENUE, MAROUBRA

 

Present:  J Murphy (Chairman), L Shurey (Secretary),  C. Dunstan,  S. Dadic, C. Kafka, R. Creaton, R Leoni, A. Martin, C. Greene

1.         The meeting opened at 7.35pm

 

2.         APOLOGIES

Resolution (Dadic/Creaton) that the apologies be accepted

 

3.         MINUTES

Resolution:  (Creaton/Dadic)) that the Minutes of the meeting held on Monday 25th July 2005 be accepted as a correct record.

 

4.         MATTERS ARISING FROM THE MINUTES

           

4.1 Parking Meters

The Chairman reported that Council have, for the time being, abandoned current plans for Parking Meters in the City of Randwick.

 

The Chairman thanked all members of the Committee, Chamber of Commerce and the Community who had worked so hard to bring about this result.

 

            4.2 Tram Shed

Resolution:  (Murphy/Green) The MBPC asks Council what is the outcome of the tender process, which closed in May 2005

 

5.       TRAFFIC COMMITTEE MATTERS

 

5.1      Traffic Committee Meetings

 

Resolution:  (Leoni/Green) The MBPC will be sending representatives to these meetings from now on.

 

5.2  New Orleans Crescent

A letter from a resident of New Orleans Crescent had requested speed bumps be installed in that street and surrounding areas as cars constantly speed around the area at all times during the day and night.

 

Resolution:  (Shurey/Kafka) MBPC consider this request to be very valid and ask Council look at traffic calming measures in this area to prevent a future accident.


 

5.2      Signage at Pedestrian Crossings

 

Resolution:  (Leoni/Kafka) The MBPC would like to see council increase signage at all pedestrian crossings in the City.  They would like to see flashing lights re-introduced and signage on the roads.  The crossings they identify as being particular problems are at Haig Street near Anzac Parade and Mons Avenue outside the school as speeding regularly takes place on this road.

 

5.2  Pedestrian crossing Fenton Avenue and McKeon Street Maroubra

 

The Traffic Committee had considered our request at their meeting in July and recommended as follows:

 

“The request for the provision of a ‘Pedestrian Crossing’ across Fenton Avenue at the intersection of and McKeon Street be not supported as the location does not have any record of tow-away or injury accidents over the last five years, has ample sight distance and is considered to be operating in a satisfactory manner; and

 

Council’s Landscape Design Co-ordinator be advised of the representation with a view to reviewing existing urban design treatment at the subject location.”

 

Resolution:  (Leoni/Shurey) that the Traffic Committee reconsiders this request.  The traffic direction has been changed within the last 9 months so records over the past five years are now null and void.  The flow of traffic has right of way up McKeon Street from Duncan Street and into Fenton Street.  Cars swing round the corner and at the western side of Fenton Street pedestrians are not easily seen and vulnerable.  We are looking to pre-empt an accident.

 

6.         COUNCIL WORKSHOP – CONFLICT RESOLUTION

 

Resolution:  (Murphy/Shurey) Antoinette Martin would attend the workshop on 13th September 2005 and Lindsay Shurey would attend the one on 20th September 2005.

 

7.                  COMMUNITY NOTICEBOARD

 

Resolution:  (Leoni/Creaton) In light of the recommendations made in the Draft Graffiti Plan, that Community Notice Boards should be readily available, the MBPC would like to revisit their request for a Community Notice Board in the main commercial centre for Maroubra Beach, the Eastern End of McKeon Street.

 

The current notice board by the Skate Park has still not been repaired, it leaks and there is only one person at the Surf Club who knows where the key is.  The location of this Notice Board is in the wrong place for the general population of the beach area. 

 

The MBPC would like to be part of the consultation process regarding suitable locations for the installation of the community notice boards.

 

8.                  POSITION OF PRECINCT COMMITTEES

 

Discussion on Mayoral Minute 110/2005 reference to "the position" of Precincts. MBPC passed the following resolution (C Greene/C Kafka ) -

 

The MBPC calls on Randwick City Council t

 

a)     Confirm the objectives of the Precinct Committees documented in Randwick City Council,  “Guidelines for Precinct Committees”

b)     Evaluate the facilities provided by Randwick City Council to the Precinct enabling the Precinct to fulfil the objectives.

 

The MBPC calls on Randwick City Council t


a) Confirm the objectives of the Precinct Co-ordination Committee which includes the establishing of a forum at which city – wide issues can be discussed and the improvement of Council’s consultation process and the development of better community engagement.

b) Call an extra-ordinary meeting of the Precinct Co-ordination Committee to identify the reasons this Committee failed its objectives on the 9th June 2005 re item 6.1 Parking Meters and make recommendations for improving the Committees communication processes
.

 

c) Call a combined meeting of Precincts to determine the mechanisms for communicating on citywide issues and issues common to Precincts and Council.
